Description: Sailor Hill is part of a crew of Frog recruits that were attacked by Cutthroats in the Tradewinds Skyway. The inexperienced sailors' ship crashed during the assault, and her crew finds themselves stranded in Cutthroat Bay. Otter Ensign Emmett is charged by The Commodore with locating and rescuing the crew as a test of Emmett's command ability. After being questioned by Emmett about other survivors, Hill is assigned the task of watching for enemies as a lookout. He later warns Emmett of the arrival of several Cutthroats at a Beach Cave that is being fortified against attack.
