NPCs, or Non-Player Characters, are all the characters a pirate will interact with outside of Combat while adventuring around the Spiral. Approaching an NPC with an icon above their head, a pirate will be able to click or hit the "X" key if they are able to interact with that NPC.
Most NPC's will offer your pirate Quests. Others, known as Vendors sell equipment, housing or ships and equipment. Some are Trainers and will reward your pirate with new abilities, if you are ready for them! Certain NPCs will serve as temporary Allies in particular occasions of Combat, while others will become Companions and join your crew, to follow you everywhere and help you in your quests for treasure and glory. Still other NPC's remain a mystery to this day...
